While I don’t expect my vendor to reach a six sigma standard on uptime, it sure is comforting if they do. I think your list of what to look for really nails it on this issue.

Having worked for an ESP in the past, response time is key for reliability. Many ESP’s will claim that they don’t offer SLA’s to just “any” client, but if you can’t get one, it should be a deal breaker IMO.
Also, I’d recommend talking to a larger existing client to get their perspective on reliability. Again, if they won’t offer this referral, it should be another deal breaker. What’s to hide?
